General Description

Supported by the FAO, the project provides technical assistance and support to FARC ex-combatants to develop economic agricultural or non-agricultural projects together with the surrounding communities.  In turn, this promotes the development of initiatives that improve social and regional cohesion in the areas most affected by the conflict. Moreover, projects developed by these ex-combatants are linked to rural services, such as agrotourism, ecosystem services, bio-commerce or green markets,according to the realities of each region.

The applied regional intervention model of this project has a socio-community component and an  economic component.  Together these components address environmental conservation and differentiated approaches to strengthen community and institutional capacities.

The selection of the intervention areas for this project was made according to criteria such as: areas with a high concentration of ex-combatants; areas where other State interventions, like PDETs, are present; and areas with ETCRs, specifically the ETCRs in Fonseca, La Paz, Dabeiba, Tumaco, and their surrounding communities.

Contribution to the Peace Accourds

This project contributes to point 1 of the Peace Agreement by promoting the development of economic inclusion processes in regions, through food systems and environmentally sustainable collective or associative business ventures.  The presence of the processes creates conditions of well-being and dignified living for the rural population, and helps eradicate poverty.

The project also contributes to point 3.2 of the Peace Agreement by creating opportunities for ex-combatants through the inclusion of their families in economic sectors that offer greater employability and opportunities in the region. The project creates trust and reconciliation through psychosocial support in each of the selected regions, thus allowing the economic and social reincorporation of FARC-EP ex-combatants into civilian life.

Objectives and Results

The specific objective of this project is to strengthen the capacities of participants and local institutions, including the Regional Reintegration Councils (CTRs), to be agents of development in the region. By promoting initiatives for economic inclusion, associative development and environmental sustainability, the project promotes gender equality, respect for ethnic diversity and fundamental rights in a context of peace.

The project contains three results:

●     The first result promotes community integration and reconciliation projects for ex-combatants and people living in conflict-affected regions.

●     The second result develops economic inclusion processes such as food systems and environmentally sustainable business ventures.

●     The third result promotes institutional and community capacities for the planning and implementation of regional socioeconomic integration projects.
